Notes:

Weligon is dumbfounded and dismayed at the strength of the hertic surge and has seen a drop in morale with his troops, and asks you to raise their spirits. Start by hailing any 5 Deepwater Knight then returning to Weligon. He asks you to clear out the docks, bringing back the heads of a Sapper and a Pyromancer. Head a bit south and clear the area, loot the heads (not prelootable), bring them back to Weligon, and chat with him to complete the task.
