Rupkerr has asked you to exact revenge upon the Tae Ew for what they did to his expedition. Head down to the Temple area to find the 4 temples. Each has 5 Tae Ew on its various layers that you'll need to kill. After defeating these six, an Amygdalan spawns at the top of the temple. Once you have defeated all 4 amygdalans Quilaztli will come out of Cazic along with 2 guards. Kill all 3. Then Temilotzin comes out with his 2 guards, and lastly Ziucozcatl with his 2. After all 3 named (clones of the loot droppers in static Feerott) are dead, a named Evil Eye comes out. The mission locks when the Terror Lord is killed and the chest spawns with one spell and one loot.
