When you get this task, Andylis gives you the suspicous orders and asks you to show it to Jarik. Hail him in the tent right next to Andylis and give him the orders. He sends you to Adak to see where they originated, you'll find him a bit west of Jarik's camp. He tells you that Bealduur was the one giving out the false orders. Bealduur roams along the main road through the Obliteration camps. Watch his pathing to get him alone. Hail him and he attacks, but at low health he yields. Follow the dialog (ending with "we") and after he gives the names of the others kill him.
Once Bealduur is done track down the other three. Navrn is found northeast of the lake, Thaliv is north of the Death's Hand camp, and Vybtak is near Lanys' camp. Kill them and loot a False Orders from each. Hand all 4 to Jarik to complete the task.
