Notes:

To get this task you need to loot a Sealed Message from a Sebilisian messenger. They can drop nine different types of messages, one for this task, one for sarnak recovery and seven that are useless. To figure out which is which, you need to actually read the message. If it says

"The creation of the undead army you requested is underway my lord. Our necromancers are hard at work in the mausoleum, and by this time next week an entire legion of fearless and tireless warriors will rise to your command against the dragons.
*The dragons may find this of interest. You should show it to them. "

it is for this quest. Hand it in to any dragon to get the group task.

This is a fairly easy task. Kill the required mobs down near kaesora, then go talk to Jaled Dar to complete the task.
