To get this task you need to loot a Sealed Message from a Sebilisian messenger. They can drop nine different types of messages, one for this task, one for raise cabilis, and seven are useless. To figure out which is which, you need to actually read the message. If it says
"You must recapture that sarnak. Failure will not be acceptable.
*The dragons may be interested in an escaped sarnak. You should show this note to one of them."

This is the second Sarnak Recovery task. Hunt down the three trackers (can be a little rare) and then keep killing escaped sarnaks. Eventually one of them at low life will give up and say he has information, update the task, and despawn. Now pull a squad leader from around Kurn's tower and go hail Trakanon to complete the task.
