Haste caps? I'm hoping someone can put these in better words than I can, but here is whats done. Ignoring slows for now.

Between levels 1 and 25 haste from items is capped at 10%, no caps 26+

Between levels 1 and 49 haste type 2 (Melody of Ervaj) is capped at 0%, 50+ is capped at 10%

Overall cap (spell + v2 + item all capped as above):

Between levels 1 and 50 it is level + 25

Between levels 51 and 59 it is 85

60+ is 100.

Then we have overhaste (v3)

Between levels 1 and 50 this is capped at 10%, 51+ 25%

Adding in slows: If you have a slow that v1 (Turgur's Insects) it will negate all your other hastes, however if you have an Inhibit Melee Attacks effect (defensive proc from Lingering Sloth) that is larger than the v1, that is used instead, this is supported by proper parsing (I've seen parses where people claim they stack) and the client's display. If you have just an inhibit effect and no v1 slow and have a v1 haste, the inhibit will just subtract from your haste. If you do not have a v1 haste, inhibit will negate all other hastes (just like normal hastes do).
