This is a shared task.

Tyzen has suggested that Nulbar might be of aid in decoding the documents. However when you give them to Nulbar, he refuses to help. Go back to Tyzen who says he can blackmail Nulbar, so go back to Nulbar. This time he is more cooperative, but unable to decode it. He needs an Eyepiece the Bureaucrats possess, so kill them until you get one to drop. When you hand this in he reveals the document says there is a spy. Head back to Tyzen who sends you to search each members belongings to find the spy. Travel around the zone looks for chests (locs on map) and /open each. When you reach Verobi, they bust in and attack. Kill them and loot a document, give it to Tyzen and then chat with them to complete the task.
