Reles is expecting a counterattack from Archon Eries soon and sends you to Marrien to learn what the rebels are planning to do about it. After chatting with Marrien you are tasked with killing 3 sergeants, Larren at the docks, Elvan at the barracks, and Karus at the plaza. The Sergeants respawn very quickly, so pick where you fight carefully. Once you've defeated the three sergeants and at least three "Orator's army" mobs, head to the city hall. In the room west of the Governor you'll find Riago Barthes, and when you hail two skirmishers spawn to dispatch him. Then go to the east room to dispatch Archon Eries the same way. You don't need to fight either, just hail. Afterwards return to the Guard Captain to complete the task.
