To enter the zone you must have the Scaled Key. It is obtained by completing the Scaled Key quest from High Praetor Yerlin in The Overthere (Ring of Scale).
The quest steps are as follows:
- Find and deliver the Medallion of the Flamescale
- Find and deliver the Medallion of Gorowyn
- Find and deliver the Medallion of the Arisen
- Prove that Overking Bathezid is finally dead
