Completing each one and then right-clicking the [https://everquest.allakhazam.com/db/item.html?item=140157 Velium Composite Scale] raises your rank by one.  You can increase your rank to a maximum of rank four with the group achievements and two with the raid ones, to get a maximum possible rank of six.
Upon clicking the final Velium Composite Scale needed to finish, you will get the emote, "You have learned the sixth and final rank of your progressive ability!".

The base spells/discs/songs are sold by NPC vendor Elder Veteran Muhrak (Progressive Spells) in Shar Vahl, Divided. Purchasing the base spell/discipline/song will give you the first rank.
Elder Veteran Muhrak will also update your progress, if needed, and let you know your progressive ability rank. 
Increasing your ranks is done by right-clicking Shadewrought Coin of the Eclipse, which are obtained by completing achievements. Achievements which give Shadewrought Coin of the Eclipse are:
* Quests - Partisan of Firefall Pass
* Quests - Partisan of Ruins of Shadow Haven
* General - Paragon of Night of Shadows (completing the four missions in NoS)
* Raids - Conqueror of Shar Vahl: Mean Streets
* Raids - Conqueror of Darklight Caverns: The Spirit Fades
These achievements may be completed in any order.  Each one advances your rank up to the maximum of six ranks.
