Bloodfalls is a tier 2 zone in the Terror of Luclin expansion. To enter Bloodfalls requires that you complete the Oubliette of Light mission or raid, obtained from a worried shade (Raid and Mission) in Shadow Valley. Then you travel there by clicking on a crystal in The Castle of Mistmoore.
