The Mount Key Ring was introduced with The Darkened Sea expansion. It allows you to place up to 125 mounts on it, freeing up bag space and keeping them always available. It also allows you to separate the "stat" buff on a mount from the appearance.
The mount key ring was only available for characters of accounts which have purchased The Darkened Sea, however the February 11, 2020 patch changed this to be available to all players starting with the Shadows of Luclin expansion.
It comes with 10 slots. Additional slots may be purchased with Daybreak Cash.
Mounts purchased (past, current, and future) in the Marketplace will add a slot when added to the ring. Legends of Norrath mounts will not create an additional slot to your Mount Key Ring.
